Andrew KATAY
Chief Executive Officer
Andrew is the CEO of City to City Australia, a church planting and leadership development agency linked to Tim Keller and Redeemer Presbyterian Church, New York. This role enables him to work across denominational boundaries to be part of seeing a Gospel movement take hold of cities across Australia, which is a driving passion for Andrew.
Andrew is also the Senior Minister of Christ Church Inner West, a multi-site church in Sydney's Inner West, where he commenced over ten years ago. He has considerable experience in University ministries and has served as Chaplain to Sydney University.
He is married to Catriona and they have three adult children. The things that animate Andrew are sharing the Gospel, seeing God’s grace at work in the community of the Church as well as in the wider community through cultural renewal, and when he has time, a decent game of golf.
Mark morley
Chief operatIONS OFFICER
Mark is the COO of City to City Australia, and also works half time with City to City Asia Pacific. Mark’s role is to support the CEO, Board and team of City to City in Australia to plant gospel-centred churches across Australia and New Zealand.
Mark has a keen interest in the Middle East, and prior to his role with CTC, served as a senior diplomat in Egypt (2002-3), Saudi Arabia, Bahrain, Oman and Yemen (2013-2018) and India and Pakistan (2018-2020). Mark has also worked with Telstra and the Victorian Government.
Mark is married to Lauren and they have had four children together. Mark worships with his family at a local evangelical Anglican Church near Melbourne, and - in his spare time - enjoys being a hobby farmer, a writer and lecturer on minorities, religious freedom and the death penalty, and heading into the bush to hike and hunt.
CHRIS SWANN
Director of training
Chris loves being the Director of Training with City to City Australia. It’s exciting to stand alongside those who serve Christ’s people in leadership — whether they are serving in new or established churches or parachurch ministries. He is passionate about helping them do this authentically — out of the overflow of an increasingly vibrant personal experience of the grace of the Lord Jesus — with humble confidence that all of life belongs to Christ, and with a compelling vision for spiritual renewal and fruitfulness in executing contextually-appropriate strategies that engage and activate others in pursuit of this goal.
Chris has a decade and a half of experience identifying, raising up and equipping Christian leaders in university ministry, local church, chaplaincy, mission agency, communications, and theological education roles. He is particularly stirred by the challenge of helping people grasp and minister out of a vision of the Christian life that takes seriously the power, purpose, and presence of God’s grace. In this vein, his PhD in theology, examined Karl Barth’s use of the language and imagery of discipleship in the context of his late doctrine of sanctification.
Chris lives in Melbourne with his wife Natalie and two kids, where they are part of a local Anglican church in the multicultural and increasingly-secular Inner North.
ROGER BRAY
director of coaching
Roger Bray is the Director of Coaching Australia and the Coaching Catalyst for City for City Asia Pacific. Roger recently concluded his ministry at Newtown Erskineville Anglican Church in Sydney Australia. Having been in ministry for the last 35 years, Roger has had lots of opportunities to be involved in planting, repotting churches and walking alongside those in Church leadership.
Roger is married to Jane, a social worker who is involved in Parakaleo, a program that supports pastor’s wives. They have two married children and one grandchild.
julie-anne Laird
Director of missional Engagement
Julie-anne is the Director of Missional Engagement for City to City Australia three days per week and would love to see real gospel movement across Australia. She has a real heart for people to know Christ and would love to see churches doing this better.
For the last 20 years, she has worked with AFES helping students reach out to the Uni Campus at both Melbourne and LaTrobe. She is the Chair of Lausanne Australia and has been a Victorian Coordinator for Arrow Leadership for the last 12 years. She is also the Young Adults Pastor at their local Church, All Saints Anglican Church in Greensborough, Melbourne.
Julie-anne is married to Andrew (not Andrew Katay, nor Andrew Laird who works for CBF, very confusing!) and they have 4 young adult children who are only 5.5 years apart (what was she thinking?!).
suzanne lim
ADMINISTRATOR
Suzanne Lim is the Administrator of City to City Australia. She supports the day-to-day operations of the organisation, including finance, programs, events, and communications. She provides assistance to the CEO and Board.
Suzanne has a background in law and administration. Prior to this role, she worked as the administrative assistant to the Senior Minister and pastoral team at the Chinese Presbyterian Church, Surry hills. Suzanne is married to Colin and has two almost adult children, Jennifer and Samuel. They are currently worshipping and serving at the Chinese Presbyterian Church, Surry Hills. Suzanne’s passion is to see God’s word taught faithfully to transform lives.
OUR CITY CATALYSTS
Shebu John
MELBOURNE CITY CATALYST LEADER
Shebu is the Melbourne City Catalyst leader working 1 day a week with City to City Australia and the other time he is the Lead Pastor of Canterbury Gardens Community Church in Melbourne.
Shebu loves to see people encounter the good news of Jesus and to see His good news transform lives, in particular the lives of pastors and leaders. He is passionate about equipping and discipling people to be followers of Jesus wherever He has placed them, using their gifts and talents for Him. He wants to see the gospel advance here in Melbourne and in wider Australia in particular through church planting.
Shebu has served on staff with Power to Change in university ministry and is currently on the Gospel Coalition Victoria Committee. He is married to his beautiful wife, Bek, and has three cheeky and wonderful children. He loves hanging out with his family, drinking good coffee, cheering on the Hawthorn Football Club and exploring new places of the city he loves.
RALPH MAYHEW
BRISBANE CITY CATALYST LEADER
Rev. Ralph Mayhew is a City Catalyst Leader with CTC, with a passion to see churches planted all over the city. He believes that the more churches that can be planted, the greater the impact on the city and the more people who will come to know the power of the Gospel in Christ.
Ralph is currently leading a church plant as well as pastoring a traditional church which is on the verge of a regeneration project. He has authored a book on leadership and also teaches the CTC Incubator.
Ralph has been married to Lyndal for 20 years and they have two little children who keep them on their toes. In his spare time, he is a photographer and loves giving expression to the beauty God has created and put on display for the world.
jAMES DUFF
PERTH CITY CATALYST LEADER
James is the Church Planting Catalyst for Perth Western Australia. He has an immense love for his city and is passionate about being part of City to City Australia to make and train disciples to plant more churches for the sake of the Gospel of Jesus.
He is the pastor of a church plant called "The Common" that launched at the beginning of 2018. They are a church without a building, who wants to make disciples of Jesus and empower others to lead and plant more churches.
James is married to Jane and has three sons.
STEVE BOXWELL
CANBERRA CITY CATALYST LEADER
Steve is the Catalyst leader for Canberra. He has been praying for Canberra, since he was 18, that 10% of Canberrans would be part of gospel-hearted churches in his lifetime. Canberra is a city full of smart people talking about important things. Canberra is a city for the nation, and so his prayer is that Canberra would be marked by gospel-literate workers who, in turn, bless the nation.
In 2017, with a dedicated and delighted team, he planted Renew Anglican Church in Canberra's South.
Steve is married to Anna and has three small people.

justin moffatt
Chair
Justin Moffatt is the Senior Minister of St Philip's Anglican Church in Sydney. He was born in Perth, but raised in Sydney. He studied at Sydney University and at Moore College, and was ordained in Albuquerque, New Mexico. Justin is married to Laurel, and God has given them four fun kids. He's been in ministry at St Ives and more recently in New York City. Then God moved him from one urban centre to another: Manhattan to Sydney where he continues to serve at Church Hill Anglican. Justin is a founding Director of City to City in Australia.
Daren armstrong
After practising for 17 years as a partner at Kemp Strang, Daren Armstrong joined Banki Haddock Fiora in 2013. Daren is highly regarded for his expertise in complex corporate advisory, restructuring and financing matters. He is a Fellow of the Australian Institute of Company Directors.
Greg Fendler
Greg is a Director in the Marketing and Client Relations team at ICG. Before joining ICG, Greg worked at UBS from 1998 to 2013. He held various leadership positions at UBS in New York, Zurich and Sydney, including his most recent role as Executive Director, Institutional Sales for UBS Global Asset Management in Australia. Greg has held a number of business development and sales strategy positions across a range of asset classes such as equities, fixed income, real estate, infrastructure and hedge funds during his time with UBS. Greg joined the City to City Australia Board in 2019.
SIMON Miller
Simon is a Partner and Managing Director of a global management consultancy firm, where he has been helping clients solve their toughest strategic problems for the last decade. Prior to that, Simon spent 10 years in senior roles in government, including Deputy Director-General in the NSW Government and First Assistant Secretary at the Department of the Prime Minister and Cabinet in Canberra. Simon is also a Non-Executive Director of Mission Australia and The Simulation Group. He is married to Naomi, they have two tween-age kids, and worship at St John's Anglican Church in Ashfield in Sydney. He was appointed to the City to City Australia Board in 2016.
LARA RUTLEDGE
Lara works at the Presbyterian Church of NSW General Office, as Manager of Research and Analytics. Her role involves supporting the church’s research needs, including analysing church data to establish an understanding of healthy church profiles within the denomination. Prior to that, she spent 10 years as a director of a boutique employee research firm, supporting HR departments across both the public and private sectors with employee and stakeholder engagement surveys, 360 degree leadership reviews, and other associated works. She is married to James with three children – Ellie, Robbie and Anne. Lara is actively involved in her local church, Chatswood Presbyterian.
PAUL SYMONS
Paul is Senior Director of PC Locs, an international, IT physical-storage and deployment Company he established 20 years ago. Paul is now ‘mostly’ retired but sits on a number of committees and boards. He is married to Sue and lives in Rockingham W.A. They have 3 married children and 8 grandchildren. Paul was appointed to the City to City Australia Board in 2018.
